Can you get a passport, if you are using a different first name?

A family member does not like his first name. He is been using a different name since he left high school, and use his real name as a middle name. In credit cards, driver's license and so on. He has not change it legally. Does he need to legally change it before he can get a passport or does he has to use the name on the birth certificate?

He needs to change it legally. Or he can just get a passport with his legal name. No one cares what the passport says, he can continue to go by the other name.
Reply:His passport will reflect his name from his birth certificate unless he has legal documentation changing it.
Reply:It has to be the name on the Passport because you have to mail your real birth certificate to the Department of State and they'll send it back to you with your passport.
