Can a parent legally change their 15 year old child's first name against the child's will?

I think my friend is crazy for even considering doing this. The child likes her name, but her dad is trying to get it changed to something he wanted to name her before she was born. The mother is out of the picture completely, by the way. He thinks he has a legal case, but I don't think he does and I think this is the most stupid thing he has ever thought of.

Can a parent legally change their 15 year old child's first name against the child's will?
I have no idea as a legal matter. I would think a judge would have to sign off on it as a matter of procedure and that he would want to know that this is what ALL of the parties involved wanted. It's a terrible idea, and I would think if the girl stood up for herself she could stop it, but young folks today...I don't know.

Edit: After doing a little research it looks like it might not be just an easy administrative process, the other parent has to be notified usually and consent and he would have to give the judge a reason and the judge would probably want to talk to the kid. Hope this helps.

Edit: My guess is the judge WOULD NOT allow this if the girl is willing to tell him she doesn't want the name change. If she is going to just cower in the corner then it might get forced on her but a decent judge should be able to figure this out and most are decent people.
Reply:yes it is legal. They do it all the time in the witness protection program. But the child can change her name back in 3 years when she turns 18.
Reply:Because she is a minor, I think the Dad has a right to change her name. A judge may ask her "if she want's her name changed, and may consider this in his decision".
Reply:I don't believe that a judge would grant his request. It's a ridiculous thing to request in the first place...but I can see where he is coming from. Maybe he doesn't want to remember his wife anymore...or maybe he hated the name to begin with. Either way it's a strange situation.
